Citizens’ Bond Oversight Committee Meeting

September 4, 2003

At 4:10 p.m. the following committee members were present: Marno Goetsch (Chairperson), Dorothy Jackson and Julie McAninch. Absent were Ed Schuler, David Shelton and Cheryl Vineyard. Also in attendance were the Superintendent of Schools-Ann Gary, Assistant Superintendent of Business Services-Jim Moranville, Operations Supervisor-Ray Maya, Maintenance & Operations Manager-Mike Boston, and Kruger Bensen Ziemer (KBZ) Architects, Inc., President-Joe Wilcox.

Due to the lack of quorum, the meeting proceeded with an informal discussion of the following agenda topics, with the understanding that no action could be taken:

◘         Shared information from Board of Education Meeting of August 26, 2003 regarding Measure N Update and Approval of Contract with School Advisors

◘         Announcement of Board Study Session - Workshop scheduled for September 30, 2003 at 6:00 p.m. in the Education Center Board Room to review the Lompoc Unified School District Facilities’ Master Plan. The study session will be presented by Joe Wilcox of KBZ.

◘         Project Approval Continuation for Measure N on October 14, 2003 Board of Education Agenda for approval

◘         Anticipated Project Team Members:

                     Owner Representatives:

                         Planning & Construction - Jim Moranville and Mike Boston

                         Contractural Issues - Jim Moranville and Chris Curless

                         Architect - Joe Wilcox of KBZ

                         State Funding Advisors - Tom Cavanagh of School Advisors

Construction Attorney and Division of the State Architect (DSA) Inspector yet to be determined. Construction Manager - if needed, yet to be determined.

◘         Review of Master Plan Process - not just for this bond but for future needs

◘         What happened to the matching funds? District can tap into March 2004 bond.

◘         Condition of portables at school sites, areas of need not on original list, seismic repairs, and energy management
