103. Offer a prescriptions only program w/ small co-pay to retirees as an option in addition to the full health insurance

Suggestion:
Can we offer a prescriptions only program w/ small co-pay to retirees as an option in addition to the full health insurance coverage we now offer? It may cost less for the District per employee than what the District now pays for all retirees. It would also help the retirees out who already have Medicare coverage through prior social security work. Potentially a win-win situation with some small savings to the District.  
 
Response:
It is only the under 65 retirees who have their experience pooled with the active employees.   If LUSD only offered them a Rx plan, they would be without medical insurance and may not be able to find it outside the District.   The retirees who have Medicare (65+) typically go outside the District for a Medicare supplement plan.   

The question has never been raised regarding purchasing just an Rx plan under a group plan.  If it were available, the Rx plan would be pretty expensive. But we'll check into this and report back.

LUSD has established a uniform complaint procedure (1312.3) for all relevant programs per 5 CCR § 4622 et seq . The district has a policy of nondiscrimination on the basis of gender per Education Amendments of 1972, Title IX: Nondiscrimination.
