  • Facilities Management: Overseeing the maintenance and improvement of school facilities to provide a safe and conducive learning environment.
  • Community Engagement: Encouraging active participation from parents, students, teachers, and community members to foster a collaborative educational community.

About the Citizens’ Bond Oversight Committee

The Independent Citizens’ Bond Oversight Committee (“CBOC”), a committee of community leaders, for the implementation of the Measure M bond. 

Voters residing within the Lompoc Unified School District approved a $160 million dollar general obligation bond measure, Measure M, on the November 5, 2024 ballot. Measure M authorizes funding for needed repairs, upgrades, and new construction projects to the District’s schools and facilities. 

State law requires that the LUSD’s Board of Trustees appoint a CBOC, composed of at least seven members meeting Prop 9 representation criteria, to work with the District on a bond authorized under Proposition 39. In accordance with Education Code Section 15278(b), the Citizens’ Bond Oversight Committee shall: 

  • Inform the public concerning the District's expenditure of the bond proceeds
  • Review finance and performance audit reports produced by an independent firm to ensure that bond proceeds were expended only for the purposes set forth in the Measure
  • Present to the Board in public session, an annual written report outlining their activities and conclusions regarding the expenditure of bond proceeds

Meet the Committee Members

Our Citizens’ Bond Oversight Committee (CBOC) is made up of community members who represent parents, local businesses, taxpayers, seniors, and the broader Lompoc community. Together, they help ensure transparency and accountability for Measure M2024 bond funds.

All are welcome to attend Measure M2024 Oversight Committee meetings.

Location: Meetings are held in the Education Center Board Room at 4:30 p.m.
Public Comment Procedures: The Committee welcomes input on both agenda and non-agenda items. Comments may be emailed in advance to Teresa Acosta at acosta.teresa@lusd.org; these will be shared with the Committee but not read aloud. To speak during the meeting, individuals must attend in person and complete a speaker request form available at the entrance to the Board Room. Only those who submit a form will be permitted to address the Committee.
