Measure M: A Summer of Progress + What’s Coming Next

It has been a productive summer for Lompoc Unified School District's Measure M Bond Program. With schools out of session, our construction teams worked across multiple campuses to complete critical health, safety, and infrastructure upgrades — and significant progress has been made. This edition provides a full update on completed summer projects, work currently under contract, and improvements still in planning

Measure M was passed by Lompoc Unified School District voters in November 2024, authorizing up to $160 million in general obligation bonds for school facility repairs, upgrades, and safety improvements. The District issued its first phase — Measure M Series A — totaling $30 million in 2025, with the planned project window running from June 2025 through April 2028.

• Repairing and upgrading classrooms, labs, and career-training facilities

• Improving student safety and campus security systems

• Fixing deteriorating roofs, building envelopes, plumbing, and electrical systems

• Addressing asbestos and other health hazards in aging school buildings

The table below summarizes all six project status categories and current committed values for the Series A program:

•  $30 million issued in Series A bonds

•  Approximately $22.1 million committed to  projects to date

•  Mandatory independent financial and  performance audits have confirmed that all expenditures are properly accounted for and used only on authorized Measure M projects

The summer break provided the ideal window for construction work that would be disruptive during the school year. With students and staff off campus, contractors worked efficiently across multiple sites to deliver the following completed projects, totally roughly $3,400,000.00 in work done over the summer.

New roofs — along with asbestos and hazardous material abatement — were completed at seven school sites, eliminating longstanding safety and maintenance concerns:

Clarence Ruth Elementary School received all new windows for the campus. The projected abated existing hazardous materials at the windows and replaced the older, failing wood windows with modern aluminum windows

Exterior surveillance camera systems were installed at 8 additional school sites, bringing the total number of sites with upgraded camera coverage to 13! The total cost for all camera system installations to date is $606,716.00

A district-wide roofing repairs and maintenance contract was completed to address minor repairs and extend the lifespan of existing roofing systems across multiple sites.

The following projects are actively moving forward — either under awarded contracts or currently out to bid. Work on these projects is expected to begin in the coming weeks and months.

Contracts have been awarded to build three new restroom facilities for Clarence Ruth ES, Miguelito ES, and Arthur Hapgood ES. The three new facilities are being currently being fabricated by Class Leasing, at their factory in Southern California.  

Combined value: $595,484.00

The architectural drawings for the foundation and utilities for these three site are in process with the District’s architect. When complete, we will go out to bid for the construction and installation phases of these new facilities, with the goal for completion end of Summer 2027.

The following projects are currently out for competitive bid. Contract awards are anticipated in the coming weeks, and will be completed during the next school year.

The following projects are a sampling of work currently in the design and planning phase. Architects, engineers, and District staff are working to develop plans, obtain permits, and prepare bid documents. These projects represent the next wave of improvements for our school sites.

Window replacement projects prioritize removal of aging single-pane and deteriorating storefront windows and replacement with modern, energy-efficient systems — addressing both health and energy goals identified in the Measure M plan. We currently have approved plans for Leonora Fillmore Elementary School and Arthur Hapgood Elementary School. At the completion of the Cabrillo HS Pilot Project, we will begin to develop plans to replace the window/storefront systems at both Cabrillo HS and Lompoc HS.

Design is underway for the replacement of aging gas and water infrastructure across multiple school sites. This project addresses one of the top infrastructure priorities identified in the District's 2025 staff survey and Facility Master Plan.

A district-wide exterior painting program is in design, covering all school sites. Fresh exterior paint improves the appearance of campuses and provides protective coating for aging building surfaces.

Design work is beginning for the replacement of aging classroom ceiling tiles, which in many cases contain asbestos. This project was the highest-ranked priority in the March 2025 staff survey, with 190 staff responses.

The District is developing a comprehensive asphalt repair and replacement plan for parking lots, driveways, and play areas across multiple sites.
